Tax Increment Reinvestment Zone No. 1 overlays the St. George Place Management District. In those areas of overlap, the reinvestment zone and management district provide highly complementary services. The TIRZ offers the capacity to finance major capital improvements such as roadway reconstruction, trail and park improvements, and infrastructure enhancements that are typically too expensive to be undertaken by a management district. In return, the management district can add value to those improvements by financing aesthetic enhancements, programming civic spaces, funding security, and/or providing maintenance including upkeep of value-added improvements or added service above those provided by the city.

In 1992, Houston City Council approved an ordinance granting Tax Increment Reinvestment Zone No. 1 the distinction of administering the only zoning ordinance within the City of Houston. The ordinance is applicable to the St. George Place neighborhood as well as adjacent commercial properties. The Zoning Ordinance is designed to promote desired commercial and residential development in the area while also protecting local health, welfare and safety. Most recently updated in 2007, the ordinance consists of a single residential district (RS), as well as three different types of Planned Unit Development (NC-PUD, R-PUD and U-PUD) with regulations that address development considerations such as setback lines, permitted uses, height, and lot area. It is designed to coordinate with other city development regulations such as parking and landscaping requirements and to be more restrictive where appropriate.

Tax Increment Reinvestment Zone No. 1 has granted administrative duties associated with the zoning ordinance, including administration of the Zoning Board of Adjustments, to the St. George Place Management District.
