Tax Increment Reinvestment Zone (TIRZ) No. 1 was established in 1990 as the first reinvestment zone in the City of Houston. The purpose of the Zone was to assist in the successful redevelopment of an aging and blighted area known as Lamar Terrace into what is now the highly desirable neighborhood of St. George Place.
Over the years the boundaries of TIRZ No. 1 have been expanded into what is now a mix of residential neighborhoods, apartments and commercial areas that stretches generally from Rice Avenue (East) to Hillcroft Street (West) and from Westheimer Road (North) to Westpark Tollway (South). While the boundaries have changed the mission remains the same. The TIRZ continues to use tax increment from within the Zone to reinvest back into the community, including mobility, drainage, and park improvements throughout the expanded area.
The original area of TIRZ No. 1 was not only the first use of a reinvestment zone to spur redevelopment. It was also the first use of zoning as a tool to protect the health, welfare and investment of residents and property owners.
